Francis is well-versed in the field of manufacturing and retail and sits on the Board of Primer Holdings, Incorporated. He holds a segment in a radio program called “Business Matters” at DZFE-FM 98.7 where he shares his insights on business, values, and leadership. Dr. Cucueco is the Assistant Secretary of the Department of Labor and Employment and concurrently the Director IV of Bureau of Working Conditions.

Dr. Cucueco is the Department of Labor and Employment (DOLE)'s Assistant Secretary since 2020 and concurrently Director IV of the Bureau of Working Conditions since 2017. BWC is a staff bureau of DOLE primarily performing policy and program development and advisory functions for the Department in the administration and enforcement of laws relating to working conditions.


She was the Executive Director of Occupational Safety and Health Center (OSHC-DOLE) from 2010 to 2017. Prior to her appointment as Executive Director, she was assigned to multiple capacities with OSHC for more than 22 years.


Dr. Cucueco holds a degree in Biology from the University of the Philippines Diliman. She took her Masters in Occupational Health degree as a SEAMEO Scholar from the U.P. College of Public Health and her Doctorate of Medicine at De La Salle - EAC College of Medicine. She also completed postgraduate units in Occupational Health and Safety from the University of Minnesota in Minneapolis, USA. She obtained her 3rd Level Rank for Career Executive Service Officer (CESO III) from the Career Executive Service (CESB) in 2012.

Atty. Joan is a young lawyer, educator, and data privacy advocate. She is currently an attorney at the Enforcement Division of the National Privacy Commission and concurrently serves as the policy advisor for the Business Process Outsourcing sector. She is also a Certified Information Privacy Professional/Europe (CIPP/E).


While in law school, Atty. Joan co-founded "KarAPPatan," a mobile legal assistance application program that seeks to provide legal recommendations to users and help them connect with lawyers.  


She holds a Juris Doctor degree from the UP College of Law where she was one of the top students of her batch. Prior to taking up law, she graduated with honors from Ateneo de Manila University where she took up AB Communication with double minors in English Literature and Hispanic Studies.
